Health Insurance Dubai: Yearly Cost for Expats
Health insurance is one of the few Dubai costs that is not optional. Under Dubai’s Health Insurance Law, every resident must hold cover — it is checked when your visa is issued or renewed — and since January 2025 the requirement has extended to private-sector employees and domestic workers across all seven emirates.
This guide covers the genuine 2026 yearly cost of health insurance in Dubai for expats: from the government-capped basic plan (around AED 650–750 a year) to comprehensive international cover (AED 8,000–20,000+). All figures are realistic ranges.
The short answer
A healthy expat in their 30s pays roughly AED 650–750 a year for the DHA-mandated basic plan, AED 2,500–7,500 a year for a decent mid-range plan, and AED 8,000–20,000+ a year for comprehensive worldwide cover. A family of four typically spends AED 15,000–35,000 a year.
The catch: the basic plan caps claims at AED 150,000 a year with a limited network — one ICU night costs AED 8,000–15,000. Many expats on minimum employer plans top up a few thousand dirhams a year.
The three tiers and what they cost per year
Basic (Essential Benefits Plan): AED 650–750
The Essential Benefits Plan (EBP) is the DHA’s mandated minimum — a fixed premium band, currently AED 650–750 per year for employees, sold only by participating insurers at capped margins.
Cover includes inpatient and outpatient treatment, emergency care and ambulance, with a 20% co-pay (capped at AED 500 per encounter), medicines up to AED 1,500 a year (30% co-pay), and maternity: AED 7,000 for a normal delivery and AED 10,000 for a C-section (10% co-pay). Annual claim limit: AED 150,000 — with a narrow, clinic-based network.
Enhanced (mid-range): AED 2,500–7,500
This is where most self-insuring expats land: annual limits of AED 250,000–1 million, networks of 200–500 hospitals and clinics, and co-pays of 10–20%. Indicative 2026 prices: AXA SmartCare Basic AED 2,200–3,500, Daman Essential AED 2,500–3,800. Plans adding dental and maternity sit in the AED 3,000–7,500 band — roughly AED 250–600 a month.
Comprehensive and elite: AED 8,000–20,000+
Comprehensive plans offer limits of AED 1 million to unlimited, near-full private hospital networks, 0–10% co-pays, worldwide coverage, and included dental, optical, maternity and mental health. Expect AED 8,000–20,000 a year for a single adult; top-tier international plans can reach AED 45,000+ for older policyholders.

What your employer must cover — and what they don’t
Dubai law is unambiguous: your employer must provide and pay for your health insurance, including in free zones. The premium cannot be deducted from your salary (AED 10,000 penalty per affected employee, plus a refund).
What employers provide varies: multinationals usually offer comprehensive plans; smaller firms often the bare EBP — legal, but with 20% co-pays, a narrow network and the AED 150,000 ceiling. Topping up a weak employer plan costs roughly AED 2,400–6,000 a year (AED 200–500 a month).

Insuring your family: spouse, kids and parents
Dependents are not your employer’s responsibility — you must insure sponsored family members separately for the visa to be issued or renewed.
- Spouse and children (general, 0–65): EBP cover from AED 650 per person per year; mid-range plans run AED 2,500–7,500 per person.
- Non-working married females (18–45): the EBP band is higher — AED 1,600 per year — reflecting maternity pricing.
- Elderly parents: AED 2,500 per year at EBP level; enhanced cover for older parents costs far more with age.
- Newborns: covered under the mother’s policy for 30 days, then need their own policy.
A young family of four should budget AED 8,000–18,000 a year on enhanced plans or AED 15,000–35,000 on comprehensive ones. Watch the maternity trap: most enhanced plans impose a 12-month waiting period — buy before you plan the pregnancy, not during it.
Factor in childcare costs in Dubai too — nursery fees often exceed the whole family’s insurance bill — plus our family of four cost of living guide.
Freelancers and the self-employed: buying your own policy
On a freelance visa, remote-work visa, golden visa, or running your own company, there is no employer buying insurance for you — the legal obligation lands on you directly.
- Cheapest compliant route: a basic DHA-compliant plan at AED 650–1,200 a year.
- The realistic choice: an enhanced plan at AED 2,500–5,000 a year — the wider network and higher limit are worth it for most freelancers.
- Watch the timing: insurers take 7–10 working days to issue your card — buy before your visa medical.

Dental, maternity and optical: the add-ons that change the price
Typical uplifts on a mid-range plan:
- Dental: AED 3,000–5,000 sub-limits; adds AED 500–1,200 a year.
- Optical: AED 1,000–2,000 sub-limits; adds AED 200–500 a year.
- Enhanced maternity: raises delivery cover to AED 15,000–30,000; adds AED 1,000–3,000 a year.
- Mental health: AED 5,000–15,000 sub-limits; adds AED 400–1,000 a year.
- Lower co-pay: dropping from 20% to 10% or zero adds AED 800–2,000 a year.
Dental is the add-on most expats regret skipping: a single crown or root canal costs AED 3,000–6,000 in Dubai — more than a year of the rider.
How to buy: three rules
- Compare at least three DHA-licensed insurers — premiums for near-identical cover vary by 30% or more (Daman, AXA, Bupa, Allianz, Oman Insurance, Orient and Hayah all operate DHA-compliant plans).
- Read the sub-limits, not the headline. A plan advertising “AED 1 million coverage” may cap maternity at AED 10,000 and dental at AED 1,500.
- Buy early. Premiums are annual and non-refundable mid-term; some insurers run promotional discounts.
